I have a laptop and an external hard drive enclosure kit that has a USB interface. I would like to put my Tivo hard drive in this kit and get access to the filesystems. Does the Universal Boot CD automatically support USB devices on bootup like Knoppix does?

No, it does not. Furthermore, the tools needed for working with your hard drive to prepare it for a TiVo (ie MFStools) do not support USB devices; you'll need to use a computer with IDE interfaces.
